The bid documents are now available for the Grand Marais Public Library expansion project. The pre-bid meeting will be held at 3pm, Wednesday, May 11, 2011 at the Grand Marais Public Library.

March 9, 2011 - Grand Marais Library Project Update |
The Cook County Commissioners have scheduled a work session with the Grand Marais City Council and the Library Board next Tuesday at 1:30 p.m. These three groups will discuss ORBs role in the Library Renovation project, financial details, responsibilities of each entity, project time line, and other issues that need clarification before we proceed.
DSGW Architects are working on the design of a new heating and ventilating system which will improve energy efficiency for the old part of the building as well as the new addition. The intent is to keep ongoing maintenance costs as low as possible. The system will use a gas boiler with a combination of hot water baseboard units and in-floor heat.

On February 8, 2011 Linda Chappell provided the following update to the County board, per the official minutes of that meeting:
"Linda Chappell, Grand Marais Library Board Director, appeared before the Board along with Library Board member Kim Nelson, City Councilor Jan Sivertson, and City Administrator Mike Roth. Chappell and the County Board reviewed progress to date regarding the Library expansion project that will be funded in part through the 1% Local Option Sales Tax, and reviewed the steps taken to arrive at the decision to expand the current building to approximately 7,000 sq. ft. rather than relocate the Library to another site.
John Geissler of DSGW Architects appeared before the Board and reviewed the preliminary exterior and interior design, as well as the schedule to complete construction. Geissler estimated that the cost of the building would be $1,033,551.00, if the alternative contingences to upgrade the existing heating and ventilating system were included.
The Board discussed various points of the project, and also inquired whether ORB Management should be brought in to provide oversight for the project.
City Administrator Mike Roth appeared before the Board and reported that the Joint Powers Agreement between the City and County will need to be revised as a result of this expansion project. Roth said that the most pressing issue at the moment was when and how the County will provide money from the 1% Sales Tax Revenue for costs that are currently being incurred regarding the Library project. Consensus was that Roth, Geissler, and Auditor-Treasurer Braidy Powers can work to process invoices for current costs until such time that the County bonds for this and possibly other 1% projects. Roth reported that the City needs to obtain bids for the project to determine final costs.
Following discussion, motion was made by Martinson, seconded by Sobanja, and carried to authorize the Grand Marais Library Board to seek bids for the Library expansion project based on the scope, footprint, and estimated costs that were presented. Geissler said that he would need to know by mid-March whether a general contractor would be used on the project or whether the County intends to hire ORB Management. Consensus of the County Board was to discuss this issue at the February 15, 2011 County Board meeting." |
At the January 11, 2011 County Board Meeting the following update was provided by Commissioner Sobanja, per official minutes of that meeting:
"Commissioner Sobanja reported that the Grand Marais Library Board met and reviewed an architectural sketch of the proposed outside, inside, and landscape plans for the Library expansion project. County Attorney Scannell was present for this discussion and he inquired whether the Cook County Law Library, currently housed in the Courthouse, could be moved to the Grand Marais Library building. This issue will be researched and discussed in the future." |

1% Tax Committee members and the Grand Marais City Council,
This is an update on the Grand Marias Public Library’s Remodeling Project. The Library Building Committee and Library Board have met twice with DSGW Architects of Duluth and discussed our need
for expanded and renovated space. They have been very helpful and responsive to our specific needs. Enclosed is a preliminary concept drawing of the proposed addition along with a couple of revised floor plan options.
We are excited about their concept of a “Front Porch” addition to the south face of the current
building and expanded space to the east. The concept includes clustering seating along large
windows looking out towards downtown and the lake. Staff areas, book stacks and some computer stations would be located on the north wall. All of the plumbing would be kept in its present location on the west side of the building to save costs.
We will meet with DSGW again at the end of January to finalize the design. The Library Building Committee asked to see a modified design for the main entry and details on tying together mechanical systems for the old and new parts of the building. Handicap parking options will need to be approved by the city before we can finalize that part of the project.
Both the architect and the Library Building Committee have worked hard to meet the expansion needs of the library while maintaining the open community park space in front of the library. The American elm on the east edge of the proposed addition may need to be cut down in order to complete the project. The tree has been exposed to Dutch Elm disease and has another disease called bacterial wetwood, identified by Jim Hane, chair of the city’s tree committee. A DNR report on the health of all the trees on the site has also been completed. The Library Board is committed to landscaping around the new addition to blend it into the existing park area.
Also enclosed is a copy of the library land survey as previously requested by the 1% Tax Committee.
We have been promised an updated cost analysis of our project in the next couple of weeks and will share it with you as soon as it is available.
